The Northern Forum is an international organisation of northern regional governments founded in 1991, with observer status at the UNFCCC and the Arctic Council. It had been granted the right to establish an International Arctic Pavilion at COP31, but announced on 9 September 2026 that the pavilion will not take place, citing current circumstances.
