The COP31 presidency is held by Türkiye's Ministry of Environment, Urbanisation and Climate Change, whose minister Murat Kurum is COP31 President. The ministry runs the Türkiye Pavilion in the Blue Zone. Its side events were chosen through an open application round that closed on 14 August 2026, open to public institutions, local authorities, NGOs, academia and business. Türkiye also ran a pavilion at COP30 in Belém and published its event programme.
