What is a cover decision?

The short answer

The overarching political text adopted at the end of a conference, sitting above the individual technical decisions. It is where a presidency puts the headline message, and it is usually where the hardest fight of the fortnight happens.

The term is informal. It has no definition in the treaties, but it is used constantly in the corridors and in presidency papers. The reason it carries so much weight is structural: most decisions at a COP are tied to a specific agenda item with a specific mandate, and a cover decision is not, so anything a country wants said that has no other home ends up fighting for a line in it.

At COP30 in Belém it was called the Mutirão decision, after a Brazilian word for collective effort, and it was the centrepiece of the closing package. At COP28 the cover text carried the fossil fuel language.

When a COP runs a day or two past its scheduled close, the cover decision is almost always what they are still arguing about.
